MLA Saryu Roy Raises RIMS Director’s Appointment Issue, Urges CM to Correct Misstep

MLA Saryu Roy alleges irregularities in the appointment of RIMS director and appeals to Chief Minister Hemant Soren to rectify this misstep.

JAMSHEDPUR – MLA Saryu Roy has penned a letter to Chief Minister Hemant Soren alleging anomalies in the appointment process of the director of the Rajendra Institute of Medical Sciences (RIMS), Ranchi.

Roy pointed out that the State Health Minister, who is also the ex-officio chairman of the Governing Council of RIMS, has unilaterally appointed the Director, overlooking RIMS’ rules for the same.

The letter says that the set regulations state that the minimum educational qualification and experience required for the position of the institute’s director are to be in line with those prescribed by the Medical Council of India for a medical institute’s director.

The letter states that this stipulation prohibits the appointment of non-medical personnel to the Director’s post.

Furthermore, the directorial post isn’t promotional and can only be filled through advertisement. The director also has the right to resign from the post at any time before their term ends by providing the institute with at least a three-month notice.

The letter says, in case of a sudden vacancy in the director’s chair, the institute’s rules clearly state that the senior-most professor at RIMS is to be appointed as the Director.

The authority to make this appointment lies with the ex-officio chairman of the Governing Body of RIMS.

However, Roy expressed regret that the professor appointed to the director’s chair isn’t the senior-most but the second in seniority.

He emphasizes that this is a significant deviation from the rules and a wrongful act.

In his letter, Roy urged the Chief Minister to recognize that when a minister violates the rules, it sets a wrong precedent.

He said that the minister’s duty is to uphold the constitution and not to violate its provisions, acts, and rules. As the head of the government, the power to rectify such wrong decisions rests with the Chief Minister.

Roy appealed to the Chief Minister to cancel this incorrect decision made by the minister to prevent the establishment of a detrimental precedent in the state.
