RANCHI – Jharkhand government announces Rs 20,000 self-employment loan for women under Maiya Samman Yojana to boost economic independence and grassroots entrepreneurship across the state.
The State Bankers’ Committee meeting was held on Saturday. Finance Minister Radhakrishna Kishore presented the initiative during the session. He said the plan aims to make women financially self-reliant. It also encourages small entrepreneurial activities among beneficiaries.
Women already receiving Rs 2,500 per month under the Maiya Samman Yojana will qualify. Moreover, they can access the loan through participating banks. Representatives from the Reserve Bank of India, NABARD and major banks attended the meeting. However, banks have agreed in principle to cooperate.
The loan can be used for various micro-enterprises. Tailoring, incense stick making and petty shops are among the options. In contrast, the scheme is designed to support income-generating activities only. On the other hand, it is expected to strengthen livelihoods at the grassroots level.
Chief Minister Hemant Soren‘s government described the move as historic. Meanwhile, it integrates women more strongly into the state’s economic framework. The initiative marks another step towards women’s economic empowerment. However, implementation details will be finalized with banking partners soon.
The Maiya Samman Yojana has been a flagship welfare program. It has already benefited over 56 lakh women across Jharkhand. Moreover, the government has allocated Rs 12,000 crore surplus to secure the scheme’s sustainability. In contrast, opposition parties have raised questions about fund diversion. However, the Governor approved Rs 2,500 payment under the scheme in December 2024.
The new self-employment loan is expected to benefit thousands of women. Meanwhile, it will enable them to start or expand small businesses. On the other hand, the government aims to reduce economic dependency. However, eligible women must apply through designated banks.
Finance Minister Kishore emphasized the scheme’s potential. He said it will create new livelihood opportunities. Moreover, it will empower women to contribute to household incomes. In contrast, traditional welfare schemes only provide direct cash transfers. However, this initiative adds a self-employment component.
The government stated that micro-enterprises will be prioritized. Tailoring units and petty shops are examples. Moreover, incense stick making and other small businesses qualify. On the other hand, the loan amount is capped at Rs 20,000. However, it is sufficient to start basic income-generating activities.
Banking officials present at the meeting expressed support. They said the scheme aligns with financial inclusion goals. Moreover, it will encourage women to engage with formal banking systems. In contrast, many rural women remain outside the banking network. However, this initiative may bridge the gap.
The Maiya Samman Yojana beneficiaries received Rs 5,000 recently. Meanwhile, the government has been expanding welfare outreach. On the other hand, the BJP alleged fund diversion from scholarship budgets. However, the government has refuted these claims.
The State Bankers’ Committee plays a key role. It coordinates between government and financial institutions. Moreover, it ensures smooth implementation of welfare schemes. In contrast, previous loan schemes faced delays. However, this time banks have committed upfront support.
Women’s economic participation has been a state priority. The government has launched multiple initiatives in recent years. Moreover, the Maiya Samman Yojana has been the flagship program. On the other hand, the new loan component adds entrepreneurial focus. However, it remains linked to existing welfare architecture.
The loan will be disbursed through banks only. Women must apply with their Maiya Samman Yojana identification. Moreover, banks will verify eligibility before sanctioning loans. In contrast, the process is expected to be simplified. However, documentation requirements will be minimal.
The government aims to empower women holistically. Direct cash transfers provide immediate relief. Moreover, the new loan supports long-term economic independence. On the other hand, micro-enterprises generate sustainable income. However, success depends on effective implementation and monitoring.
The initiative is part of broader economic reforms. The Cabinet meeting in August discussed similar welfare measures. Meanwhile, the government has been expanding social security coverage. On the other hand, pension crisis affected 68,000 beneficiaries in East Singhbhum. However, the administration has been working to resolve such issues.
Finance Minister Kishore highlighted the scheme’s transparency. He said the government will monitor implementation closely. Moreover, regular reviews will be conducted with banking partners. In contrast, previous schemes faced implementation gaps. However, this time coordination is stronger.
The self-employment loan is expected to roll out soon. Women can approach participating banks for applications. Moreover, detailed guidelines will be issued shortly. On the other hand, the government will conduct awareness campaigns. However, rural women remain the primary target group.
The initiative aligns with national financial inclusion goals. It supports women’s entrepreneurship at the grassroots level. Moreover, it integrates welfare with economic development. In contrast, traditional schemes focus only on direct benefits. However, this approach adds a self-reliance component.
