Jharkhand Legislative Assembly Committee Inspects JMHIDPCL Operations
JMHIDPCL’s Medical Infrastructure and Procurement Reviewed by Assembly Committee
The Committee on Public Undertakings of the Jharkhand Legislative Assembly conducts a detailed inspection of JMHIDPCL’s medical and health infrastructure.
RANCHI – The Committee on Public Undertakings of Jharkhand Legislative Assembly today, as per the pre-determined programme, inaugurated the M.Ch. of Jharkhand Medical and Health Infrastructure Development and Procurement Corporation Limited (JMHIDPCL).
Site inspection and meeting of the office located at Bhavan, Namkum was conducted.
The meeting was presided over by Shri Saryu Rai, Chairman of the Assembly Committee, along with him, committee member, former Health Minister Shri Bhanu Pratap Shahi was also present.
In the meeting, mainly the medicines, medical equipment and ambulances provided by the Medical Corporation in the districts were discussed.
The committee inquired about the procurement process of medicines, on which the MD of the Medical Corporation replied.
Shri Alok Trivedi said that the Corporation purchases allopathy, AYUSH, Unani and Ayurvedic medicines through e-tender.
Fifty percent of those medicines are purchased from notified undertakings of the Government of India and the remaining 50 percent are purchased through other means.
If the medicine is common between a government undertaking and a private supplier company, then the medicine is purchased from the company giving L-1 rate.
Funds for purchasing medicines are received from the National Health Mission and the State Government in the ratio of 60:40.
The Chairman asked the Corporation whether the money is received on time, in response to which the MD said that the money is received on time.
Once there was a delay from the state government in purchasing the equipment, due to which it had to pay late fee, only after that we got the amount from the 15th Finance Commission.
When asked by the committee about the quality of medicines, the corporation said that we have 5 to 6 laboratories empaneled from all over India, through which we check the quality of medicines.
The committee directed him to provide the list of all laboratories.
When asked by the committee about AYUSH Wellness Health Centre, the MD said that test kits for 14 types of tests are provided in all the Wellness Health Centres.
The monitoring of Wellness Health Center is done regularly by the Medical Officer-in-charge and Civil Surgeon.
When asked by the Committee about the availability of ambulances, the Corporation informed the Department that the ambulances are classified into ALS, BLS and Neo Natal.
He informed that the corporation has purchased 206 ambulances, which have been handed over to the districts.
The operator is given training by the supplier to operate the ventilator present in the ambulance.
The Chairman suggested that the Corporation should also supply medicines and medical equipment to private hospitals, super specialty hospitals, educational institutions to increase its income.
MD of Medical Corporation was present in the meeting.
