Jamshedpur East MLA Raises Concerns Over Lack of Information on Jamshedpur’s Industrial City Declaration

Jamshedpur MLA Saryu Roy questions the government’s decision to declare the city as an industrial area without informing the Assembly, citing procedural lapses and lack of clarity on the role of public representatives.

JAMSHEDPUR – Jamshedpur East MLA Saryu Roy raised questions inside the House regarding the decision to declare Jamshedpur as an industrial city.

After the assembly session convened on December 15, the government declared Jamshedpur as an industrial city.

Roy highlighted that the government did not inform the House about this decision, violating established rules.

He commented on the draft of the proposal, unfavorably comparing it to the formats used by Durga Puja committees.

The draft lacks details on the wards included in the industrial area and the role of public representatives elected from these wards.

On Tuesday, Roy moved an information motion in the Assembly before Zero Hour.

He emphasized that policy decisions made during the Assembly session must be communicated to the House.

Article 243Q of the Constitution outlines the process for declaring an area as an industrial town.

The Jamshedpur Notified Area Committee’s land has been declared an Industrial Area Committee, but the role of elected representatives in this committee remains unclear.

Roy urged the Assembly Speaker to include elected ward representatives in the Jamshedpur Industrial Area Committee.

He requested that the Council of Ministers’ notification be presented before the Assembly for review and potential modification.

Roy criticized the government’s resolution and notification draft, suggesting it is inferior to drafts by local Durga Puja committees.

He advocated for public participation and democratic rights in the management of the Jamshedpur Industrial City Committee.

Roy also proposed shared responsibility for the expenditure, accounting, and auditing between the Government and Tata Steel Limited in managing the Jamshedpur Industrial City Committee.
