Civil Defence to Train 500 Volunteers in Jamshedpur

Disaster Management Program Launched Under Operation Sindoor Initiative

JAMSHEDPUR – The Civil Defence Directorate announced a comprehensive training program for 500 volunteers. Deputy Controller Arnav Mishra addressed media at Bistupur office on Monday.

The initiative follows central government guidelines for strengthening civil defence. Volunteers will be trained in disaster management and emergency response. Moreover, they will assist during fires, floods, and war situations.

Arnav Mishra explained the program’s foundation in government directives. The Home Ministry issued reference number II-28011/01/Part-I/2025-DGCD(CD)-PMU/261 for this purpose. However, Jharkhand government provided specific implementation guidelines for the state.

Civil Defence was established in India in 1962. The organization emerged after the India-China war that year. Furthermore, it operates under the Union Home Ministry’s direct supervision.

Jamshedpur has maintained civil defence operations since 1962. Currently, services function in two designated districts across Jharkhand. In addition, three districts recently received recognition for expansion.

East Singhbhum and Bokaro have active civil defence units presently. Ranchi, Godda, and Sahebganj will launch operations soon. On the other hand, planning for infrastructure development continues there.

Chief Warden Arun Kumar detailed the master trainer program. The government created 540 master trainers across India recently. These experts will train volunteers in approximately 270 districts nationwide.

Operation Sindoor conducted a nationwide mock drill on May 7. The exercise focused on aerial attack preparedness and citizen protection. Besides, it tested emergency response systems across the country.

An agreement between central and state governments enables implementation. Jharkhand will train 2,160 volunteers across five designated districts. Meanwhile, trainees will receive assured training allowances during the program.

East Singhbhum faces multiple disaster risks due to urbanization. Industrial areas, mining zones, and uranium facilities create constant hazards. Furthermore, Dimna Dam and two rivers pose flood threats.

Large gas holders contain flammable and explosive materials here. Power houses operate high-voltage transmission lines continuously. Additionally, hilly rivers increase drowning risks during monsoon seasons.

Major festivals like Durga Puja and Chhath attract massive crowds. Professional emergency personnel often prove insufficient during such gatherings. In contrast, trained volunteers can provide immediate first response assistance.

Applicants must be Indian citizens residing in East Singhbhum. Age requirements specify 18 to 45 years for eligibility. Moreover, candidates need mental and physical fitness certifications.

No criminal records should exist against potential volunteers. Social workers will receive priority consideration for selection. However, commitment to emergency response remains the primary criterion.
