Seraikela Kharsawan & West Singhbhum Shine in Land Record Improvement Drive, Receive Bhoomi Samman-2023
Seraikela and West Singh Districts’ exemplary efforts in digitizing land records earn Bhoomi Samman-2023 Platinum Certificate from the President of India.
SERAIKELA – The Seraikela Kharsawan district is basking in the glory of national recognition as its Deputy Commissioner, Mr. Arwa, received the Bhoomi Samman-2023 Platinum Certificate from the President of India, Smt. Droupadi Murmu on Tuesday.
Similarly, West Singhbhum district’s DC Ananya Mittal too received the award as his district too was among the 9 Jharkhand districts that were chosen for this award.
The accolade was presented for the district’s superior performance in the land record improvement campaign, an initiative under the Department of Land Resources (DoLR), Government of India.

The award was received by a team from the district, including Additional Deputy Commissioner Mr. Subodh Kumar Sinha and District Land Acquisition Officer Mrs. Saroj Tirkey, during a ceremony held on July 18 at Vigyan Bhawan in New Delhi. West Singhbhum’s Deputy Commissioner, Ananya Mittal, was also among the honored recipients.
Achievements that Marked a Difference:
The Bhoomi Samman Award is a prestigious recognition bestowed upon districts that exhibit excellence in the digitization of land-related documents.
It’s part of the Digital India Land Records Modernization Programme (DILRMP), which is making significant progress across the country, involving 766 districts spanning 28 states and union territories.
For their significant contributions in the digitalization of land records, the Deputy Commissioner and Assistant Commissioner of 75 districts, including West Singhbhum, were presented with awards. West Singhbhum is one of the nine districts in the state actively engaged in DILRMP, alongside Chatra, Dumka, Giridih, Gumla, Khunti, Lohardaga, Seraikela-Kharsawan, and Simdega.
These districts have successfully completed digitizing over 99% of sale deeds, Khatiyans, and other land-related documents.
The President’s Take on Digitization:
While presenting the Bhoomi Samman 2023, the President acknowledged that accelerating rural development is crucial for the country’s overall development.
Emphasizing the importance of modernized land records for rural development, she noted that the livelihood of most rural inhabitants is dependent on land resources.
The President stated that digitization brings increased transparency, and modernization of land records can greatly impact the country’s development.
She also pointed out that digitization can aid in the proper implementation of welfare schemes and prove beneficial in case of document loss due to calamities like flood and fire.
