Village Penalty Sparks Controversy Over Gender and Tradition

Up Mukhiya Fined for Visiting Sacred Site, Raising Questions of Discrimination

Local leaders differ over the appropriateness of penalizing a female official for performing her duties at a traditional religious site.

JAMSHEDPUR – A decision to penalize Karandih’s female Up Mukhiya for entering a sacred site has ignited a debate on gender roles and traditional practices.

Monika Hembram, Up Mukhiya of Karandih, faces a fine of 5,000 rupees, one goat, and three chickens for visiting Jaherthan, a sacred area.

The penalty was imposed during a Sunday meeting led by Karandih Gram Pradhan cum Majhi Baba Salkhu Soren.

Sengal Majhi Chhita Murmu from Bodra Tola has vocally opposed the decision, labeling it as discriminatory and anti-women.

"Hembram was merely fulfilling her duties as a Panchayat representative," Murmu argued, calling for administrative intervention.

The contentious visit occurred on July 7, 2024, when Hembram reviewed renovation plans for the Sarna religious site.

Murmu emphasized that such penalties could discourage women from assuming leadership roles in the community.

Deputy Mukhiya Monika Hembram stated she visited Jaherthan at Majhi Baba’s request and did not enter the worship area.

"I was unaware of any wrongdoing until informed of the penalty," Hembram explained, expressing her surprise at the decision.

The village has set an August 11 deadline for Hembram to comply with the imposed penalty.

This incident has reached Jugsalai Torop Pargana Dashmat Hansda, though no official response has been issued yet.

The controversy highlights the tension between traditional practices and evolving gender roles in local governance.

Community members are divided, with some supporting the preservation of traditions and others calling for more inclusive practices.

Local women’s rights activists have begun rallying support for Hembram, viewing the incident as a setback to gender equality.

The case raises questions about the balance between respecting cultural traditions and ensuring equal opportunities for women in leadership.
