Karn Satyarthi Warns Officials on Accountability for Pending Schemes

JAMSHEDPUR – Deputy Commissioner Karn Satyarthi chaired a review meeting at the Collectorate auditorium on progress of development projects funded by DMFT, NITI Aayog, MLA-MP LAD, and other schemes.
During the review, it was noted that a number of projects had not been completed within the scheduled timelines. The DC expressed dissatisfaction and instructed officials to assess realistic completion dates at the time of approval. He cautioned that unnecessary delays would attract accountability of concerned officers.
The meeting discussed schemes related to bridges, approach roads, PCC roads, drinking water sources, and additional classrooms in schools. Departments were directed to complete works on time, submit technical reports for stalled projects, and restart tender processes if required.
As per data shared, under the District Plan Untied Fund:
- 2023-24: 78 schemes sanctioned, 76 completed, 2 pending
- 2024-25: 118 schemes sanctioned, 57 completed, 61 pending
- 2025-26: 58 schemes sanctioned, 1 completed, 57 pending
NITI Aayog funds supported 8 schemes including model Anganwadi centers, renovation of centers, sal leaf plate units, food carts for women and transgender groups, a library resource center, and kitchen construction in schools.
Under DMFT, 421 projects were sanctioned: 324 completed, 90 pending, and 7 cancelled. The DC directed engineers to speed up incomplete works.
For MP LAD, out of 131 schemes, 102 were completed. Under MLA LAD:
- 2023-24: 508 schemes, 405 completed
- 2024-25: 579 schemes, 409 completed
- 2025-26: 18 schemes sanctioned, ongoing
The DC stressed that projects recommended by public representatives should be prioritized, executed transparently, and monitored through regular inspections. “Delays will not be tolerated, and responsibility will be fixed on concerned officials,” he stated.
The meeting was attended by Deputy Development Commissioner Nagendra Paswan, NEP Director Santosh Garg, Civil Surgeon Dr. Sahir Pal, District Social Welfare Officer David Balihar, District Planning Officer Sudipta Raj, and officials from NREP, Building Division, Zila Parishad, and Water and Sanitation Department.
