Civil Surgeon Slammed for Failing to Act on Health Law Violations

JAMSHEDPUR – A human rights organization has accused the Civil Surgeon of failing to enforce clinical establishment regulations, alleging protection of non-compliant medical facilities across East Singhbhum district.

Manoj Mishra, president of Jharkhand Human Rights Organization, made the allegations during a meeting in Sakchi. He stated that hundreds of nursing homes operate in the district. Many clinics and diagnostic labs also function here.

However, numerous facilities violate the Clinical Establishment Act. The organization has filed complaints with multiple authorities. Besides the Civil Surgeon, the Deputy Commissioner received complaints. The Health Department and Chief Secretary also got applications.

Mishra said the Civil Surgeon holds dual responsibility. He serves as Public Information Officer under RTI. Moreover, he oversees health facility compliance in the district.

The organization sought information about enforcement actions. They filed RTI queries about regulatory measures taken. The Civil Surgeon failed to respond within deadline.

“He is protecting establishments violating the Act,” Mishra alleged. The organization escalated the matter to higher authorities. They sent complaints to the Chief Minister. In addition, appeals went to the Health Director.

Mishra warned of potential agitation ahead. The organization will launch protests if needed. They demand proper information disclosure. Furthermore, they seek action against non-compliant facilities.

The meeting saw participation from several members. Kishor Verma attended alongside Gurumukh Singh. S K Basu, Salawat Mahato, and Riya Banerjee were present. Renu Singh, Hardeep Sidhu, Rishi Gupta, and Santosh Kumar also joined.

The Clinical Establishment Act mandates specific standards. Medical facilities must maintain proper infrastructure. They need qualified staff and equipment. Besides, they must follow hygiene protocols.

Non-compliance poses serious public health risks. Patients may receive substandard care. Moreover, unlicensed operations endanger community health. Proper enforcement protects citizens’ rights.

The organization demands transparency in enforcement. They seek details of inspections conducted. In addition, they want action reports. Moreover, they expect penalties against violators.
