Delays in Coal Block Operations Reviewed by Chief Secretary

RANCHI – Chief Secretary Alka Tiwari has directed officials to expedite the resolution of challenges delaying the commencement of operations in 34 coal blocks across Jharkhand. The instructions were issued during a review meeting on Wednesday.
The chief secretary emphasized that operationalizing these coal blocks would enhance economic activities, generate employment, and boost state revenue. She urged stakeholders to prioritize these tasks.
Challenges Identified
The review highlighted issues like land acquisition, compensation, forest clearances, and infrastructural challenges as primary hurdles. Law-and-order concerns were also noted in certain areas. Tiwari instructed Deputy Commissioners to resolve these problems within a set timeframe.
Four coal blocks—Rajhara (Palamu), Tubed (Latehar), and Badam and Moitra JSW (Hazaribagh)—are reportedly ready to commence operations within a week. Additionally, nine other blocks have resolved most challenges and are expected to begin operations soon.
Coordination and Community Engagement
Tiwari stressed the importance of coordination among coal companies, local administrations, and the community. She urged coal companies to establish local offices, engage with communities, and fulfill CSR obligations to foster goodwill. For PSU-allotted blocks, she advised proactive approaches to resolve challenges.
Action Plan Ahead
Officials were instructed to submit pending documents promptly and address all outstanding issues. The chief secretary also urged enhanced cooperation between coal companies and local authorities to expedite the process.
The meeting was attended by senior officials, including Forest and Environment Secretary Abu Bakkar Siddiqui, Finance Secretary Prashant Kumar, and Revenue Secretary Chandrashekhar, among others.
