Jharkhand Sets Promotion Rules for School Teachers

New Guidelines for Jharkhand Teacher Promotions, Draft Released

In a landmark move, Jharkhand has introduced rules for the promotion of primary and middle school teachers, a first since the state’s formation.

RANCHI – The Department of School Education and Literacy in Jharkhand has unveiled a draft of new rules for the promotion of primary and middle school teachers.

Teachers have been invited to submit suggestions on the draft until January 20.

The new regulations pave the way for promotions to headmaster positions in middle schools, filling existing vacancies.

According to the draft, teachers appointed for classes one to five post the Right to Education Act’s implementation must pass the Jharkhand Teacher Eligibility Test for classes six to eight to be promoted to grade seven (headmaster).

The rules stipulate a five-year service requirement in grade four for promotion to grade seven, with an extension to 10 years for those appointed in 2015-16.

In cases where there are fewer eligible teachers than vacancies, those with less than five years of service but over 20 years in total can be considered for headmaster positions, applicable to appointments before 2012.

The process of creating these rules was spearheaded by a committee under the Director of Primary Education.

However, the Jharkhand Progressive Teachers Association has criticized the proposed rules, labeling them discriminatory and a barrier to the promotion of successful teachers.

The union, led by State General Secretary Baljit Kumar Singh, threatens to protest if the rules are not amended to be more equitable.

This development marks a significant shift from the previous promotion rules established in 1993, signaling a new era in the state’s educational framework.
