RANCHI – The district administration has issued fresh guidelines making prior permission mandatory for holding dharnas, gheraos, processions, rallies and public meetings across Ranchi. The move comes in the aftermath of recent student-led protests witnessed in the city.
Under the new directive, organisers must now obtain advance approval as per the procedure laid down by the sub-divisional officer of Ranchi Sadar or Bundu. However, the administration clarified this applies to all such gatherings held at public places within the district.
Officials said it has often been observed that dharnas, gheraos, processions, rallies and public meetings are organised at various locations in the district without prior information being shared with the authorities. Such events, they said, can affect law and order, public safety and traffic movement, causing difficulties for ordinary citizens.
The administration noted that the Supreme Court has, in various judgments, made clear that peaceful protest is part of citizens’ constitutional rights. Nevertheless, it added that this right must be exercised in line with applicable laws and valid directions issued by competent authorities, keeping public order, safety, traffic and the rights of other citizens in mind.
Organisers of such public events will now be required to follow the procedure set by the SDO of Ranchi Sadar or Bundu, the competent authority in this regard. Prior permission before the event will be mandatory under the revised process.
The administration has appealed to organisers to share relevant details about proposed programmes with the authorities well in time. This, it said, would help ensure appropriate arrangements for law and order, public safety and traffic management.
In particular, for processions and rallies, organisers must provide information on the proposed route, the date of the event, the start and end time, and the expected number of participants. Details of key individuals participating in the event must also be shared with the administration where necessary, to ensure adequate security and traffic arrangements.
The district administration further stated that any public event must be organised in accordance with applicable laws, rules and valid orders issued by competent authorities. No activity should be carried out on public roads or spaces that unlawfully obstructs movement, affects public safety, or unduly interferes with the rights of other citizens.
Students and members of the public have been urged to verify the legal status of any programme and the conditions set by the administration with organisers before joining it. They have also been advised against acting on rumours or misleading information in ways that could affect law and order, safety, traffic or public convenience.
The administration clarified that the requirement of prior information and permission from the competent authority is not intended to obstruct any peaceful or democratic programme. Rather, it said, the aim is to ensure the necessary administrative arrangements for participants’ safety, law and order, traffic management and public convenience.
The district administration has appealed to all political parties, social and voluntary organisations, various institutions and members of the public to follow the applicable law and prescribed procedure while organising public events, and to cooperate in maintaining law and order, public safety and smooth traffic movement.
Ranchi has witnessed a series of student-led demonstrations in recent months over various demands, prompting the administration to tighten oversight of public gatherings in the state capital. Similar regulatory measures around protests and public assemblies have periodically been introduced in other parts of the state following law-and-order concerns, alongside continuing debates over political demonstrations in the capital and public events held in the city.
