Major Decisions Spanning Caste Survey, Education, Infrastructure, and Law Enforcement
Jharkhand Cabinet approves multiple initiatives for state development and governance under Chief Minister Champai Soren.
RANCHI – The Council of Ministers, led by Chief Minister Champai Soren, approved several crucial decisions aimed at enhancing state development and governance in a recent meeting.
Focus on Education and Digital Governance
The Cabinet granted administrative approval for Rs. 20.95 crore to promote digital governance in higher and technical education.
This funding will support the development, maintenance, and implementation of various digital portals, including systems for pay fixation, learning management, centralized university management, and fellowship applications.
Additionally, support for the implementation of NAD/ABC as per NEP 2020 and the e-Samarth ERP System was approved.
Infrastructure Investments
Recognizing the need for improved educational infrastructure, the Cabinet approved Rs. 39.15 crore each for constructing degree colleges at Rajnagar and Gamharia in the Seraikela-Kharsawan district under Kolhan University.
Judicial and Law Enforcement Enhancements
The Cabinet approved the formation of the Jharkhand Senior Judicial Service (Recruitment, Appointment and Service Conditions) (Amendment) Rules, 2024, to streamline the appointment and service conditions of senior judicial officers.
Additionally, the Director General of Police Commendation Disc was approved to recognize outstanding law enforcement service.
Energy and Transportation Sector Updates
The Cabinet decided to postpone the construction of the 1500 MW Luguburu Pahad Pump Storage Project by the Damodar Valley Corporation.
Amendments to the Jharkhand Home Guard Corps Service Rules were approved, along with a one-time waiver of penalties for tax-defaulter vehicles under the Jharkhand Motor Vehicles Taxation Act, 2001.
Personnel and Administrative Reforms
Amendments were made to the resolution regarding promotions for retired officers, following the lifting of a promotion ban by the Personnel Department.
The inclusion of "Caste Survey" as a responsibility of the Personnel, Administrative Reforms, and Official Language Department in the First Schedule of the Jharkhand Executive Rules, 2000, was also approved.
Financial and Audit Matters
The Cabinet approved the presentation of several audit reports by the Comptroller and Auditor General of India for the years ending March 31, 2021, 2022, and 2023 in the next session of the Jharkhand Legislative Assembly.
Additionally, the Directors of the newly formed Pension and Accounts Directorate, Treasury and Institutional Finance Directorate, and Audit Directorate were declared as Heads of Departments.
Other Significant Approvals
The regularization of services for retired clerks Janmjay Prasad Singh and Chandrashekhar Prasad Sinha was approved following court judgments.
The Cabinet also approved a reimbursement of Rs. 45.29 lakh for follow-up treatment at MGM Hospital Chennai after the lung transplant of the late Jagannath Mahato, former Minister of School Education and Literacy Department.
Amendments to the Jharkhand Statistics Cadre Rules 2011 and the regularization of an employee appointed on daily/lump sum remuneration in the Planning and Development Department were also approved.
