MLA Urges Deputy Commissioner to Coordinate with TSUISL and Jamshedpur Notified Area Committee
Jamshedpur East MLA Saryu Roy has requested the Deputy Commissioner to convene a meeting with officials from Tata Steel UISL and Jamshedpur Notified Area Committee to review the progress of development works within and outside the Tata lease area in the Jamshedpur notified area, aiming to expedite the implementation of pending development plans.
JAMSHEDPUR – Mr. Roy pointed out that two municipalities operate in Jamshedpur: the Jamshedpur Notified Area Committee of the Jharkhand Government and TSUISL of Tata Steel.
According to the Jharkhand Municipality Act, if an Industrial Town Committee is formed in Jamshedpur, it would be chaired by the Deputy Commissioner of East Singhbhum district.
Lack of Coordination Hampering Development Works
The MLA expressed concern over the significant lack of coordination between the two municipalities, which has hindered the execution of essential works related to drinking water supply, electricity, city sanitation, strengthening of drains for residential area drainage, and sewerage management.
Despite plans to clean major drainage canals and reinforce drains connecting citizens’ houses to the main drains before the monsoon season, there has been no substantial progress reported.
Mr. Roy urged the municipalities to provide public proof of any progress made in this regard.
Neglect of Drainage Systems
Several major drains in the city, such as the one from Litti Chowk to the Swarnarekha River passing through the factory, Sidhgora, Bhuiyandih, and Litti Chowk, have not been cleaned for an extended period.
Similarly, the drain beneath the truck parking in Burmamines has also been neglected, leading to waterlogging in people’s homes even after brief periods of rain.
This situation persists in many areas of Sitaramdera and Baridih as well.
Pending Projects and Slow Progress
Many projects funded by the 15th Finance Commission and District Plan funds remain pending.
The progress of Phase 2 of the Moharda Drinking Water Supply Project and the River Front Development between Mango Bridge and Baridih, Bihari Basti, has been slow.
Despite multiple announcements by Jamshedpur Notified Area Committee and Tata Steel UISL about constructing a sewerage treatment plant to clean drain water before it enters the river, no work has commenced on the scheme.
Law and Order Concerns and Encroachment
The law and order situation in the municipal area is deteriorating, with blatant encroachment in the settlements and residential areas of the Tata lease area being a significant contributing factor.
Mr. Roy called for a review of the municipalities’ role in various aspects of the urban administration department related to law and order to ensure peaceful living for residents without the threat of theft and snatching.
He also highlighted the need to review biased and selective decisions in JPLE cases within the municipal areas.
The MLA’s call for a review meeting underscores the importance of coordination between local authorities and stakeholders to address the pressing development and law and order issues in Jamshedpur.
By bringing together officials from TSUISL and Jamshedpur Notified Area Committee, the Deputy Commissioner can facilitate a comprehensive assessment of the situation and devise strategies to accelerate pending projects, improve civic amenities, and maintain law and order in the city.
