Tribal Leaders Push for PESA Act Alignment in Jamshedpur

Workshop emphasizes need to incorporate traditional rules in Jharkhand PESA

JAMSHEDPUR – Tribal leaders gather to discuss PESA Act reforms at Manki Munda Sangh’s workshop on P-PESA-1996 implementation.

The Adivasi Association Hall in Sitaramdera buzzed with activity as the Manki Munda Sangh of East Singhbhum hosted a pivotal workshop on the Panchayats (Extension to Scheduled Areas) Act of 1996.

Tribal leaders and experts convened to deliberate on the nuances of PESA implementation and potential reforms.

Ganesh Path Pinguwa, the central president of Manki Munda Sangh, led the proceedings with a critical eye on the current state of affairs.

He pointed out the discrepancies between Jharkhand’s PESA law and the original P-PESA of 1996.

"Our traditional customs and systems must be at the heart of any law governing our communities," Pinguwa emphasized.

His suggestion to incorporate the Wilkinson Rule into Jharkhand’s PESA regulations sparked considerable interest among attendees.

Pinguwa argued that this inclusion would pave the way for development that respects and upholds tribal traditions.

Insights from Prof. Somnath Padeya

Prof. Somnath Padeya, serving as an advisor to the Manki Munda Sangh, offered a comprehensive overview of PESA implementation.

He delved into the intricacies of Gram Sabha operations, including quorum requirements and women’s participation.

"To truly serve our tribal areas, we must amend the Jharkhand PESA Act rules," Prof. Padeya stated firmly.

He stressed the significance of integrating the Wilkinson Rule, particularly in the Kolhan division, to align with long-standing customary practices.

The professor also highlighted the importance of consistent Gram Sabha meetings and proper communication channels with local officials.

Bridging Traditional and Modern Governance

Krishna Samad, the central secretary, provided further context by elaborating on the Wilkinson Rule and its relevance to P-PESA-1996.

"Proper implementation of these regulations could be the key to unlocking social and economic progress in our communities," Samad explained.

The workshop drew participants from across East Singhbhum, Seraikela-Kharsawan, and West Singhbhum districts.

Munda Indrajit, Banra Dibar, Padeya Somnath Prof., Purty Shriram, Mundari Jugu, Jamuda Manoj, and Devgam Lakhan were among the notable attendees, representing a cross-section of tribal leadership.

This gathering underscored the tribal community’s unwavering commitment to preserving their traditional governance systems while navigating the complexities of modern administrative frameworks.
