UP Draft Population Control Bill proposes bar on contesting elections, govt subsidy if violation

Desk: The Draft Population Control Bill proposed by the Uttar Pradesh government for public discussion proposes to debar the violators of 2-child norm from contesting elections.

The draft bill also proposes to debar the violators from availing government sponsored welfare schemes. It proposes to limit ration card units upto four members.

It also seeks to incentivise the two-child norm and proposes two additional increments to the public servants during the entire service.

It also proposes subsidy towards purchase of plot of house site or built house from housing board or development authority, as may be prescribed.

There is a provision for soft loan for construction or purchase of house on nominal rates of interest too as well as rebate on charges for utilities such as water, electricity, water, house tax, as may be prescribed. Also maternity or as the case may be, paternity leave of 12 months, with full salary and allowances.

And there is a proposal of 3% increase in employer’s contribution fund under national pension scheme too as well as free health care facility and insurance coverage to spouse.

The most striking disincentive is the bar on applying to government jobs.

The draft bill proposes: “… whosoever, after the commencement of this Act, in contravention of two child norm procreates more than two children shall be ineligible to apply for government jobs under the State Government.”

It also says: “Bar on Promotion in government services: Notwithstanding anything contained in any law dealing with employment of government employees for the time being in force, any employee of the government jobs under the State Government, after the commencement of this Act, in contravention of two child norm procreates more than two children shall be ineligible to get promotion in government services.”

However, all these provisions will not apply on those who are already a government employee and have more than two children.
